Does Mumbai Consulate ever answer e-mails or phone?
My file was forwarded to Mumbai Consulate about 3 weeks ago. My visa
category is CR1. I have sent them 2 e-mails and tried to call them
several times without ever getting through. Feels like my e-mail goes
straight to the trash folder.
Does anyone know what is the best time to call mumbai consulate? I want
to find out if they received the file from NVC and if they scheduled
the interview for me.

Yes they do answer it, if they want to. Send them Letters by post. I used to do that. I got all my letters back neatly filed in my folder with the visa.
You can try to call them but they rarely will answer it. There is not good time to call them.

I've called them from the US and my fiance also called them from within India, especially in the morning and they were nice about checking the status for us. Good Luck!
