Does K3 need I134?

Does K3 need I134?
If you are filing for a K3, do you need to present an I134? I think I have read that you do, but my consulate is saying that the only thing we need is a letter from the employer and proof of income like the last 1040. BTW, what is a 1040?

Generally, yes - you need to present an I-134. Unless the consulate you're dealing with asks for the I-864. Or tells you, as you say that yours did, that you don't need it.
In summary, you give the consulate what they ask for.
Your USC finace(e) will know. (s)he's the one who has to provide it.
