Default Do K-1 petitions(I-129f) from VSC go to NVC?

I am petitioning for my Russian fiancée. Moscow seems to differ form all
other embassies as far as procedure. I have not seen anything about the
NVC, except reading posts on here. My petition was approved 2/10/03 by VSC,
and notice said petition is being cabled/forwarded to the requested embassy.
Called NVC # and no automated listing for our BCIS receipt #. It's been
almost a month. Shouldn't take that long to go from Vermont to NVC in New
Hampshire. Does it go to the NVC first? Any help? Moscow doesn't send a
packet 3 to fiancée, just packet 4.
