Some conditions that need to be met
(1) Both husband and wife need to be present when presenting the application.
(2) They process only those applications that they will approve. There has been couple of cases on the net where they did not accept the application.
Also, make sure you can still do DCF. Call USICS in New Delhi and they should be able to give you better advice.

It works best if you have a traditional Indian wedding and you are marry
ing within the culture norms... They are picky at that consulate and Mumbai.

Yes, DCF is the fastest process available for Indians.
Contact New Delhi to get the latest info -
http://newdelhi.usembassy.gov/wwwhcontactus.html
Marriage will have to take place in India.
You will need
(1) marriage certificate.
(2) G-325a (one for each one of you) and I-130 (to be filled by US citizen) forms
(3) Application fee (try to pay it in dollars if you can). They accept traveler's cheques.
(4) US Citizenship certificate of US citizen - originals and copies
(5) Copies of both of yours passports and original passports
(6) Birth Certificates of both of you - originals and copies
(7) Emails, phone bills, other pictures of both of you
(8) If you went to honeymoon before going to New Delhi, take receipts of hotel room, dinning places, etc.
Few things to keep in mind - They tend to object small weddings, but Arya Samaaj wedding seems to be acceptable. If you are going to use Arya Samaaj, call them ahead of time and ask them what kind of documents will they require from bride and the groom. For example, birth certificate, copy of passport to prove that you both are old enough to marry legally. Arya Samaaj will also give you a certificate in your native language. Take that with you. Officers at US embassy in New Delhi like to see a lot of pictures from wedding ceremony. Make sure you have pictures from Mangal feraa, Kanyadaan, mangalsutra or ring, parents blessing the couple. Be confident about your relationship and don't let the officer break you apart by insulting you using your weak point.

Do I have to be a resident of India at the time of DCF ? Or can i
reside in the US itself ? Under what circumstances is DCF rejected ?

Re: Direct filing of Immigration petition (DCF) in New Delhi consulate
well back from India after my wedding. Filed the I-130 application
successfully via DCF at the Delhi Embassy on Nov 13th. Approved the
same day. Now awaiting the file to shown up at the Mumbai consulate.
Hopefully it will be soon. Anyone have any pointers. Should I call the
Mumbai consulate yet or give it more time. Not sure how long it will
take the postal system to deliver the message the file has arrived in
Mumbai. Has anyone called the Mumbai consulate at this stage. No BMB
number etc yet so no reference number to give.

Re: Direct filing of Immigration petition (DCF) in New Delhi consulate
Hello Jay,
The interview at Delhi for the DCF was just a couple of questions. How
many people at the wedding, how we met. Thats all. He just
congratulated us on our recent wedding. He said he did not see any
reason to deny our petition and to expect contact in 30-60days from
Mumbai. He was friendly. Thats all.
He did mention all further enquiries should be made at the Mumbai
consulate. The Delhi office's work was done once the petition was
approved.
Well still waiting letter from Mumbai. Hopefully will hear something
soon.
