Did Anyone actually succeded in doing this?

I mean, upgrading an I-130 from preference category to immediate relative.
Here's the story. Filed I-130 for wife while PR. Now, USC. Following advise
from this and other boards, I decided to write a letter to VCS along with
copies of the naturalization certificate and and copy of NOA1.
That was 40 days ago. So far, nothing. No letter, no second NOA, to online
status update.
How long does this take?
Right now I am seriously considering filing a new I-130 along with I-485.
The only status she has now is the pending I-130 based on life.
Anyone out there in similar situation? Did you get a NOA for upgrade? How
long did it take?
Going crazy! How do I even find out if they ever read my letter?

My guess is that it will not happen until the I-130 reaches the usual
processing time in its original category, Family 2A, and probably not even
then.

In general, an unsolicited letter (that is, not in response to a request of
some sort) sent to a USCIS Service Center goes into a black hole. It never
reaches the file and it is never responded to.
I suggest that you ask your Congressperson (Member of the House of
Representatives for your district) for help. This is the type of thing they
can do well. Start with a *phone call* to the local office, and ask to
speak with the person in charge of immigration inquiries. After that, you
can write and fax as requested, but start out with a contact with a human
being. This kind of inquiry can be effective usually in about a month.
The I-130/I-485 combined filing at the USCIS district office for your
residence is always a possibility, too. Be sure to disclose on the second
I-130 the filing of the first -- there is a question which asks that
information.
