I am thinking about doing the DCF if our K-3 doesnt get approved in next 3-4 weeks... ( who knows how long will take if I get RFE)..

Can I transfer my I-130 to the consulate abroad? or Do I have to cancel I-130 which i filed here and reapply for it with consulate abroad?

Does anyone know?..

You could re-apply abroad, then cancel the I-130 at the SC once it is sucessfully accpted.

You will need to reapply. The embassy in Delhi has a USCIS office on-site, so when you file your I-130 at the embassy, they will process it there itself. But you will need to get your I-130 over here cancelled once you have filed in Delhi.
