Is there a list anywhere that states which contries do DCF? Thanks.

Unfortunately there are many countries where you cannot use DCF.
You can get a very rough idea from the following website although this site is out of date and some countries listed have changed their procedure since.

Use the buttons on the left that read 'Who does it?' and 'Who doesn't?'.
You could also check:

Click on I-130/DCF Abroad at the top of the screen. You will find the list of countries with recent experiences at the left of this screen. These recent experiences in various countries will give you an idea if they offer DCF.
Best thing to do would be to call the consulate you wish to use DCF through and ask if they do it. Not all consulates are familiar with the term DCF so tell them exactly what you want to do, ie. File an I-130 application at the consulate directly.
