Isn't that awful? There was a story in the local paper about a couple who were away for a month this past summer and the city sewer backed up into their basement (during the heatwave) and 3' of it just *stood* there. They say every last everything in the house is for the garbage. They want to rebuild from scratch.

Isn't that awful? They say every last everything in the house is for the garbage. They want to rebuild from scratch.
It has happened a lot in our neighborhood with the CITY sewers getting blocked by tree roots and heaven help you if your are the first house upstream from the blockage. We found this out in the course of OUR lawsuit against the City of Los Angeles.
The City now requires "backflow valves" in new construction on hillsides. It has also sent out notices to all homeowners in our neighborhood advising that backlfow valves just might be a good idea on older houses too. [Since old houses are grandfathered, the City can't require code upgrades unless there is substantial new construction]. The City has therefore now installed a defense of "mitigation of damages" for future suits.
Inasmuch as a new backflow valve on existing main drain requires extensive excavation, we did the alternative of putting a "pressure relief valve" on our drain cleanout -- that way any backflow stays outside of house and goes into the driveway. The City will have to clean it up, but our house has not been damaged.

Ahhh.. good fix.. that is exactly what happened to these folks (who were in your general neighborhood for the summer with her dying mother, as it happens). A substantial length of 2x4 got stuck in the city sewer downhill from them. They weren't home to see it, and it simply piled up. Poor things; what a nightmare. City of course wants nothing to do with them other than pumping out their basement.
