Customs form on IR-1 visa

Customs form on IR-1 visa
Hi all,
I will soon be entering on an IR-1, with my wife and three children (who are all USCs, resident in the UK at this moment).
I know we are expected to complete one customs form per family. I have two questions in regard to this:
1) You have to fill out one part of the form or the other, depending on whether you're 'resident in the US' or 'visiting the US'. Which one do we do?
2) I will presumably be taken for secondary questioning at immigration. My family, being citizens, will probably get through immigration quite quickly. Given we only have one customs form per family, should they then wait in the baggage area for me, before going through customs? I would prefer them not to have to do this, as it doesn't strike me as the most comfortable place in the world to hang out with three tired children. But of course, if they go through customs, it raises the question of how I will get through customs without a form.
Any advice? We are arriving at Philadelphia.
