It is being reported incorrectly in the transfer from British Expats to the Usenet.
To the OP:
A cover letter is not mandatory nor will it make or break your case nor will it lessen the timeline for approval nor will it extend said timeline.
Timelines depend solely on the service center involved and each of the four vary greatly and each service center itself increases and decreases the timeline for a particular type of petition based on need. For example, if they are far behind in Naturalization petitions, then examiners from another unit will be pulled from their normal work and placed in the naturalization area to help process those forms. Therefore, the unit they were pulled from will slow down.
Penguin used the TSC which had a fairly quick timeline.
The cover letter is great for the layperson filing as it allows you to double check what you are including and that you have everything you said you are including. It is more for your use then for the use of the service center. A simple checklist would do the same thing.
