I don't think anything "dictates" how long it takes for a visa application to be approved. It takes as long as it takes.
The country of origin of the applicant, and/or the country through which the visa application is being processed, is only one of many factors which IMPACT the processing time. That's not the same as DICTATING the processing time. US immigration officials don't look at an application and say, "Oh look, this applicant is from Country X -- that means we can't approve this until next month!" It just doesn't work that way.

Hi Eddie,
If the applicant's country of origin is from one that sometimes requires more diligent security checks, it is possible that could have an affect on how long it takes to get a visa.

I understand your concern. But I don't think there is a such thing that
differentiates the timeline for immigrants from different countries.
Personally I suspect that there is something going on in a very subtle
way (keep in mind political correctness) that is not conducive to
certain group of people as we all know why, yet there is no way to prove
it. Your voice will not be heard unless you have a strong and powerful
base and resources. Things might not be as bad as we imagine they are.
So be patient and wish you good luck!
