Read carefully - the web site you reference does not list countries who do or do not do DCF. It lists countries who do and do not do DCF for visiting non-residents.

All of the countries listed (except Canada, I understand) will do DCF - if their requirements for residency are met.

As far as being accurate, it is outdated in at least one case-Spain stopped doing DCF for Non Resident Americans in July. I sent them an email, but it is not up to date on it still. Guess the moral is double checkany and all sites.
