consular processing and name checking

I've heard that employement based AOS is now moving very slow (at
least in California) and that consular processing should be a lot
faster. However, if people choose to do consular processing in their
home country, it is quite common that people will now need to go
through something called name checking/security checking because of
9/11 (even if they are not working in sensitive job area), and that
can add an addition of 4-12 months to the normal half year consular
processing time. Have anyone heard about it? How true is that? Or is
this just a rumor and consular processing is still a lot faster
compare to adjustment of status? (my home country is Hong Kong)
