I have applied for US green card (I-140). If I choose to have consular
processing (hope to get it faster), can anyone help me on these
questions?

1. Does it have to be my country of citizenship? Can I do CP in a
country where I am only a permanent resident?

2. Can I file CP application before my I-140 approval?

3.How long does it normally take to get the green card after I-140 is
approved?

Normally you can do CP in a country of permanent residency where you lived
right before coming to the U.S. I would check with a good immigration
attorney before designating such a country on the I-140, though, because if
the country refuses you, and you end up having to go to your country of
citizenship, you will probably incur extra processing time.

No. The I-140 must be approved and transmitted to the National Visa Center,
and the NVC must send you a package of forms and instructions, before you
can apply for CP.

It varies, but I would say about 6 months.
