I think I didn't understand something very essential about differences
between K3 and DCF so that processing didn't make sense to me.
If I understand now, DCF is NOT the same as applying for a K3. I
thought the only difference was location.
You aren't given a K3 when the DCF is completed, you are given an
immigrant visa with DCF, correct? And you can work immediately
without filing the EAD? If that's true, that will save us a lot of
time.

Yes. You are right.
There is an equivalent to DCF that is only different in terms of location:
you can file the I-130 at a service center within the US, depending on
where you are either in Nebraska, California, Texas or Vermont. Like DCF,
this will get your husband an immigrant visa and a Green Card (including
immediate work authorization) as soon as he arrives.
The K-3 is something of an add-on for situations where the I-130 takes too
long to process (but it usually doesn't make sense because the K-3 takes
just as long to process).
The K-3 is a non-immigrant visa, although a very special one. Once he
arrives, he would have to apply for an EAD, and also for adjustment of
stauts to eventually get a Green Card.
