Default Clearing the NAILS flag.

I already posted this question some time ago, but no replies.

Some background info:
About a year ago I was sent to secondary inspection at Miami airport.
I was told that I overstayed my Visa Waver one day. I had no recollection
of this since I never intentionally overstayed. But anyway, after some
digging in the past and some research I found out that I did overstay 1 hour
since my plane didn't leave at the ticketing date at that time.
I was put on the next plane back to the Netherlands and was told to get a
Visa. I got my VISA and have entered the US twice since then.

But here comes my question:

What can be done to clear myself from the TECS system or actually form the
NAILS database in order to prevent secondary inspection and waiting for 2 or
more hours only to tell them the same story over and over and over and over
again, which only takes a few minutes.

I was told by a very kind INS inspector(who saved me a sec. inspection)
that it is possible to be removed from the system by writing a letter to the
treasury. Does anybody know if this is true and how this works or has
another suggestion ?

Thank you very much for any information or suggestion you can give.

USDOJ *Report Number I-2000-021*

...[ According to INS procedures, as dictated in the NAILS boilerplate
language, every encounter between inspectors and individuals whose
records have been flagged results in inspectors forwarding memoranda to
Field Operations Enforcement. After reviewing the memoranda, Field
Operations Enforcement then makes a decision whether or not to remove
the flags. We discovered that both the flagging procedures and the
boilerplate language are incomplete because neither includes steps
adjudicators must follow to remove the flags. ]

Thanks for the info. I'll call the INS again or the Treasury Department and
try to get
someone knowledgeable in this area. Someone has to know that they are
wasting a
lot of time and resources with this system.
