Default Change in Priority of I-130

I would like to get your help on following situation.

I filed a I-130 for my wife last July, 2001 at California INS, after we got married
in USA while she was visitng USA. She is an Indian Citizen and residing in UK on UK
student visa for last couple of years. At that time I was living in California. I
moved to Colorado in October, 2001. In January of 2002 my wife went back to
Cambridge, UK to finish her studies. I was naturalized two weeks ago. I would like to
request INS to change her priority so that she can join me as soon as possible. She
is expected to finish her studies around Sept/Oct, 2002, time frame.

So, My question is -
- Do I need to send a letter to INS with my citizenship certificate and new address
in the letter?
- Do I need to send this letter and certificate to INS California or Nebraska?
- How do I be sure that address and priority was changed?
- What is the expected time line for the case like this i.e. from the request of
change of priority to getting greencard?
