Default Canadians K3

Does a k3 petiton need a interview before the visa is issued..........if
so when packet 3 arrives do we sent the information back to Montreal
or do we call and set up an interview?

Depends strictly on the US Consulate and their decision as to whether or not the information submitted is sufficient or if an interview is warranted. Either way, you do not call the US Consulate to set up an appointment be it for a K-3, K-1 or I-130 interview. You wait for them to tell you when the appointment, if required, has been scheduled. Appointments are at their convenicence, not yours, although they will sometimes work with you to arrangement an interview, if required, to fit in with your travel plans. When your husband gets package 3 in the mail, he should follow the instructions provided with the package as to what to do with the documentation.
