Default Canadian Married to American

I am an American and have recently married a Canadian. We are currently living in Canada, but plan to move to New York at the end of September. My husband has worked in NY under a TN1 visa (part of the NAFTA agreement) though not currently. Can anyone tell me if whether it would be better to apply for his green card while we're in Canada or wait until we are in the US? If we apply here, will we have to wait until he's approved before he enters the US? How long would that take? Can he still get a TN1 visa and enter after he's applied for the Green Card? If we wait until we've entered the US, will he be able to return to Canada while we're waiting for approval? How long should we expect to wait until the green card is approved?
