Can Fiancee Apply for K1 Visa While in the U.S.?

I am filling out the I-129 form. My fiance will be coming to the U.S. as a tourist
after this form is submitted. Can she remain here in the U.S. until the INS processes
this form? If so, what should I put on line 20, which normally woul dlist her city
and country?

She will need to leave the us to complete the visa process after it has been approved
by the service center. Depending on what country she is coming from there could be
problems with her coming over on a tourist visa. So you would need to use what ever
city and country she will be returning to finish to up the visa process.
