This is only if you are driving -- California residents are not
required to have a drivers license.

The above is simply a way of saying: If you are a California Resident,
then you can't drive using an out-of-state drivers license.

Hi!

I got my marriage license in San Diego, CA. at the County Clerk's
office and then got married 5 minutes afterwards. I did this whilst I
was on VWP, all I needed to take with me was my British Passport, they
only looked at the information page with my photo, my status was not
questioned. My husband's grandmother went with us and she was asking
questions as she thought it'd be illegal, the lady who dealt with us
said that all she was interested in was proof of who I was. I even
used his grandmother's address on the license as that is where I was
resident at the time of marrying. I hope this helps a little.

Thanks Ellie,
your account puts my mind a little more at ease, I did think that the
county clerk officials main interest was to make sure who I am and not if I
am breaking immigration laws. I am sure I am only just nervous over nothing,
my fiance just keeps telling me to relax.
