A guy from south east asia, a tourist in Canada. He met a US citizen gal. The
US citizen gal want to file k1 here in USA and use Canada in US embassy to
process his visa. Is this possible? Thanks

Probably not. He would have to continue as a tourist in Canada for well
over 6 months, most likely. I don't think he could maintain tourist
status for that long, however I'm no expert on Canadian immigration laws.

Unfortunately no. He has to interview in his country of residence. He is only a visitor to Canada, not a legal resident there.
