Approved I-130; Pending I-601

Approved I-130; Pending I-601
I have a couple questions for the forum. K3 denied last year. Went to Embassy to submit I-601 waiver. Told by Embassy they recd a cable saying our I-130 was approved and now must file for an immigrant vias.
1. Does an approved I-130 help with the decison on the I-601?
2. The I-601 will be sent to the Vienna Embassy. Has anyone had any experiences with this embassy?

hmm.. well our K1 was approved by CSC and we have filed a I601 with the consulate, who in turn sends it back to the INS.. I think I got that right 
so hard to say, you cant file one without the other.. (hey, there's a song in there..)
