Is this correct or is it 3 years after permanent green card?

If citizenship is based on marriage, it is 3 years after the date on your green card *provided* you are still married *and* living with the spouse.

ERWIN,

There is no such thing as a "permanent green card" - all green cards expire.

It's 3 years after having been granted Permanent Resident status, and the application can be submitted as much as 90 days in advance. Provided, as ian says, that you are married and have been living with your spouse for three years.
