There's no way of telling. However, I'd expect if USCIS started changing policy on how they handled VWP-AOS, we'd see it on the board. We certainly did when the San Diego office started with their love affair with Momeni.

There most definitely is a "proper" way to immigrate. It's established by the INA. "Bureaucratic" is one good way to describe it, but what's "very risky" about it?
Agreed that adjusting status does introduce risk, because the issue of intent comes into play.

As for the first point you made, that was a poor choice of words on my part. Perhaps I should have said "no single proper way to immigrate".
