Default AOS over Consular Processing

hello all,

i got notified from KCC to be a potential winner in DV-2003. i know it's a
great news. however my number is EU00044xxx . i don't know what this means
so if someone here have a clue whether this is the Euro list or the world
list or whatever kind of sort - please let all now. i checked cut-off from
previous years - only cases in the 20 thousands made it from Europe. so many
questions - i don't know whether to file to KCC and go with adjustment of
status since i am f-1 holder. by the way this f-1 visa doesn't allow me to
work off-campus so can i get work permission right away if file AOS this
week.? and can i work anywhere more than 20 hours/week if i want to? i am
student in Manhattan but a friend e-mailed me this website

for NYC. i'd rather go apply in Newark, NJ if their stat is correct - can i
do that ? help me

hey Peter, I am also a student from europe on F-1 studing in Brooklyn. First of all your case number is not from EU only but from all 55000 winners. seckond thing is U can not go to New ARK I checked, they will reject your application because U have to go to your currentINS office for AOS, which will be Federal Plaza in New York. I already send my papers there. I have a case # 347**, so seems like a long wait, but we always can try. some people say wait som, send now9 as INS told me) so I think everyone have their own luck.
And yes I found out that as soon as INS will start prossesing your application U will get an appointmnet for fingerprints ans work autorization u can pick up there , in Federal Plaza or they will mail it to u.This is what I was told by the INS worker. WE have to try.
buy the way I understood U don't wan to go for interwiev at your post( it says as the bottom of your winning letter) where R U from? what is your post?
and one more thing INS told me that they have 18000 left for EU so it means that 2000 are used already. well who knows.

347xx? So you turned in your AOS application by hand and they accepted
it? I was told by many different people that the INS will NOT accept and
AOS application if the number is not current. They would send it back and
ask you to turn it in when your number is current.

Do you say that 18000 GC left for Europe ?
Guys, my case number is EU4****. I called KCC and they told me that this number would be current by the next summer, earliest in June, as long as there will be more GC's available for Europe. I haven't sent any papers to anywhere yet, but my impression is that I cannot get a GC through INS after (earliest) June before September 30 2003. I have the final feeling that I only may have a chance to finish the paperwork before September 30 if I go to my post. This is also what an expensive attorney told me during consultation.

And that in fact is the best course of action. INS is notoriously slow,
and especially for DV cases it is important that everything is done before
the end of the fiscal year, i.e., Sept. 30.
In the past, people have lost out because INS didn't finish their processing
in time.
Note that you can go the consular route even if you are in the US. This
is of course not called Adjustment of Status. AOS in fact is handled by
INS in the US. Consular processing is handled by the National Visa Center,
a part of the State Department, that also handles the initial DV stuff.

INS ment that from all 55000 ,18000 is for Europe, the rest is for Asia, South America and more. Your number doesn't mean that U will not get It, U WILL!!!!!!!!!when they play lottery they don't take uot all winning letters for Europe right away, letters are mixed, but the total for Europe is 18000. Don't worry!!!!!!!!!!!!!!!!!!

Ilsogno: I am not sure that "case number is not from EU only but from all 55000 winners". See, I got my 38xxx in October, way after the usual notification period of June-July. The official publication says they sent out about 87,000 notification then. My letter was dated October, 4 so it wasn't the postal service keeping the letter for months. The only explanation I see is that the case number reflects the order in which letters are being sent. Therefore, the higher your number, the worse your chances are.

One more thing: the lawyer I spoke to was very clear on the timing. he says the INS will reject the application if your number is not current. His explanation was that the people in the front office (those you talk to) and the people "on the second floor" (those you submit your papers to) are VERY DIFFERENT people. The former might have a wrong idea of what the latter expect.

Well, I could be in the dark...
