AOS approval with interview waiver!!!!

My wife and stepson filed their AOS I-485 back in October of 2002. In
November we got a request for more information.....W-2 and copies of tax
returns.
Today in the mail we got letters from the INS for both of them.
In short it states......that the application for permanent residence has
been approved. That the interview has been waived as provided in Title 8,
Section 245.6.
For my stepson it states that his permanet resident card will arrive in 9-12
months. And that we may go the INS office if we need evidence of his status
prior to getting the card they will stamp his passport.
For my wife it states that in order her to be issued an alien registration
card she must be processed on Form I-89 within 15 days and then her passport
will be stamped.
I have never heard about an AOS approval like this before.....and I have
never read such information on the news group about approval like this. I
have many questions......the first one being, could this be an INS
mistake???
Can anyone provide with some insight as to what is going here? And just what
is a form I-89?? They way the letter reads we juut show up without an
appointment in the next 15 days and they are stamped and their greencards
are in the mail.
Both letters also state...."this mean you are now a lawful permanent
resident of the United States." Does this mean they do not have to go
through the two year conditional resident stage??

I am surprised that nobody has posted an answer, so I will post something from my experience -- which might be entirely incorrect in your case.
About the interview waiver: In my case, I am a USC who had married a Chinese. Using the Freedom of Information Act, I ultimately found that my signature had been forged on the I-751 (petition to remove conditions). When I inquired about how she could have forged a personal interview, an agent told me that the interveiw is (at that time) typically waived -- that only about one in ten cases is (at that time) randomly chosen for an interview and the rest are simply and thoughtlessly approved.
Perhaps your case is different, and 1999 certainly was a different point in time with regard to INS attitudes.
