I do attend Madrid embassy but I am on a k1 visa so I don´t know if I can be of help. They do the following (similar to London):

They send you packet 3 when the 2NOA is sent to them from the INS service senter. On packet 3 they include medical info, fee info, affidavit of support info and the forms. You have to complete DS230 and send it right away and also I completed DS156 and DS156K and sent them following the instructions (don´t sign those two).

Then you put together your documents (affidavit, birth certificate, divorce decrees, police records, photos etc etc ), get an appoinment for the medical and send them the checklist stating that you have everything requested for the final interview. Don´t send any document.

When they receive those forms they start processing your case and at some point (around 2 weeks in my case) they send you an interview date = packet 4 (interview was scheduled for a month later but that was just my case).

Call them again when your 2NOA is approved to see if they have it and they can inform you further. Their number is 91 587 22 00 and ask for the immigration visas section. They´ll ask you to leave a message. They are very nice.

Hope I helped...
