Any way to combatting unregistered address not on police report?
They say it is against policy to put unregistered address, that which
passport is not listed under, on the police reports.

"They" refers to the Russian Police in Murmansk...
The Russian authorities said they can not put the unregistered
(current/physical) address on the police report. The US Embassy requires
ALL address, registered or not. But like the Russian police told my
fiancée, the US can not tell them what to put on the Russian report. They
will provide past and present registered addresses. We seem to be caught
between a rock and a hard place. Any suggestions
