American citizen living in Canada wants to sponsor Canadian husband for PR

I'm an American who's lived in Canada since 1999. We'd like to move to the
U.S. in the next couple of years. Would permanent resident status allow my
Canadian husband to work in the U.S.? Also, approximately how long is the PR
application and approval process for a spouse?

About a year to a year and one half if you file the I-130 Relative Petition
at the BCIS California Service Center, Nebraska Service Center, or Vermont
Service Center. About 2 and one half to 3 years if you file at the BCIS
Texas Service Center.
The selection of service center is determined by where you will move to in
the U.S.

They deal solely with marriage based visas. Yes, PR status (green card) allows your Canadian to work, obtain a social security card, travel for reasonable lengths of time without paper permission from the BCIS.
To obtain PR status is a bit more complicated than it use to be. Since you are living in Canada, you will have to file for his entry by submitted form I-130 to the Nebraska Service Center. Once submitted, you have the choice of waiting out its approval and forwarding to the US Consulate in Montreal for the final interview or submitted an I-129F for the K-3 visa to an address in Chicago.
Either road is long with many steps involved and can take from 6 months to 1 year or more to accomplish, depending on what you chose to do. Also as the USC you have to sure proof that you have attempted to re-establish the US as your principal domicle.
