I think that it is not even issue if the cruise is US-US port only.
I think it depends under what flag the cruise ship is. If it is under
foreign flag (please note Im talking about ship not where the cruise
company is from) moment you board the ship you leave US terittory. My
understanding is that 99% cruise ships are under foreign flags.

If it is a foreign flagged vessel, then it can't be US to US only....
And it is not true that the moment you board the ship you leave US
terittory. That would only be true after you go into international
waters. Going from Seattle to Alaska, you will be in international
waters. I don't see this as being any different than flying as you are
in international airspace then.
In any case, if they are going on a normal cruise ship for an Alaskan
cruise, it will be foreign flagged and will have to enter a foreign port.

If it is a foreign flagged vessel, then it can't be US to US only....
And it is not true that the moment you board the ship you leave US
terittory. That would only be true after you go into international
waters. Going from Seattle to Alaska, you will be in international
waters. I don't see this as being any different than flying as you are
in international airspace then.
In any case, if they are going on a normal cruise ship for an Alaskan
cruise, it will be foreign flagged and will have to enter a foreign port.

Since I really enjoyed my Alaska Cruise on a normal (Celebrity's Mercury
when it waa new), I wanted to mention something. I just received a
brochure for sternwheeler (paddlewheel in the back) cruises They have
cruises of the inside passage (8 nights) that look like they would never
leave US waters. The company is America West Steamboat Company
(www.empressofthenorth.com). This is not an endorsement, as I have
never used this company, but I got the brochure in the mail today and
remembered this newsgroup thread. Alaska is a place that should be
visited and I think it would be great as a honeymoon trip. The price
includes air from Seattle to Sitka, so it looks like there is no
international travel issue.

I just went on their website and the 8 day Sitka cruise which sounds pretty neat, does NOT include air.
Speaking as a travel agent, the smaller boats are nice since they can go places the big ones don't. They may not have all the bells and whistles of the "floating cities", but for the this cruise you are there for the grandeur of the scenery, you don't need to be entertained while sailing on an endless sea.........
