Am I allowed to submit the I-131 Form when a person goes for the K1 interview? Also
Part 7 what would I put down for the "Consulate or INS office you wish notified if
this application is approved", would this be the office that I would be applying
for the AOS?

No. The earliest it can be submitted is with the I-485 though some offices require
you to file the I-485 first and wait for them to send a receipt.

Since you will not be out of the US when this form is filed, the answer will be N/A
(one of the occasions where N/A is the appropriate choice rather than None).

You can't file get file for AP until you are in the country.
