6 weeks and no NOA?!

My fiancé sent our I-129F application to the Nebraska Service center in the end of
March. Six weeks have passed and we haven't heard anything from them. I've read other
timelines on the net and it seems that most people got their first NOA within ~2
weeks, 1 month being the longest time. My fiancé is trying to call the center but he
can't get through (busy, busy, busy). Is this normal? And if the papers got lost in
the mail, should we start gathering all documents for a new package? I suppose they
won't accept copies of the original documents (he got them all copied before he sent
the papers). Is there anything else we could do?

I am hoping, for your sake, that I am reading this wrong...did you say you mailed off
the originals of all of your documents?? if you did, you will never see those
documents again. Even if INS does have them, they don't guarantee return of original
documents, and for that reason will accept copies for filing purposes; you show them
the originals at the interview. also, when you mailed it, did you send it certified
with return receipt?

Oh, I didn't mean to give that impression. When I wrote 'originals', I meant the
petitions with original hand-written signatures. Nothing else was original. Sorry,

for more information). And no, he didn't think of this possibility, and at the time
