125% poverty line figures - Gross or Net??

Default 125% poverty line figures - Gross or Net??

For a household of 2 the 125% figure is $14,925. So the sponsor's income
must be above that. But is that their gross income or their net income,
their income after taxes?? I have a Consulate interview soon and any help on
whether they mean gross or net would be gratefully received.
