I wondered if I caught a whiff of British Expat in that letter.

Doesn't look that fancy to me.
It seems they own a local business and there are websites and comments suggesting they are boycotted. They have apologised for the letter but if their business goes bust then they may need that low income housing themselves.

I live about 2 blocks from low income 'supportive' housing. Interestingly the (one) problem child at my kid's school doesn't come from there, but a private single family home.
