Very true about the tiles, and as for the grouting...
They don't have queues.
They don't wash their hands.
There's no handcream.
Usually at least one light bulb is broken.
The floors are grubby.
There's no loo roll.
There's no Tampax machine.
Plenty of writing in black pen about the local 'slappers'.
Lots of chatting and surpetitious checking each other out.

Not that I've ever been in one, of course.

They tend to stink
All the guys look at you gone out when you decide to actually use one of the cubicles due to the queue for the ladies being 15 miles long (you'd think the sign meant for men only eh???? I wear trousers too) ;):)

God aren't they grotty places?

I do find some of the graffiti amusing though......temptation to correct spellings and grammar sometimes gets too much for me though......
