As discussed on here before;
The population density in Canada looks low because of all the empty land, but in reality with I believe 81% living in a urban areas, for most people in Canada the real population density is going to be higher here ( 25% of Canada population live in the greater GTA (golden horse shoe)

Toronto CAN 3972 people /km2 that was in 2006

Yeah, but it also depends on what the definitions are:
Is London defined as Zone 1, Zones 1- 6 or Greater London, which includes country bits.
Is Toronto defined as City of Toronto, Toronto Municipality or GTA.
Not really comparing like with like IMO, also parts of London - like the city are very depopulated. IIRC when I worked in the big smoke the City of London was classed as completely non-residential. This clearly has an impact on density and compare that to Toronto's financial district where bankers work cheek by jowl with residents...
