In the specific case of tuition fees in the UK then yes. In the case of the inter-generational wealth transfer (some might even say theft) occurring between the two groups it is at best an approximation.

This is an interesting read. If IMF policy had been applied to banks in the west then equity and bond holders would have lost everything, account holders protected, the banks nationalized, restructured and then sold back into the private sector. Those culpable would have been sacked instead of receiving obscene bonuses. The state may well be us as Oink says, but if it is then we don't half like being ripped off by powerful vested interests.

I am just pro choice and pro opportunities for all. Degrees aren't right for some and are for others, but I think it's correct for us to all make that choice for ourselves!!!!!!!!!!!!

If enough people decide that they resent the fruits of their labour being taken away from them to pay for other peoples education then it will eventually become policy in any correctly functioning democracy. It only becomes your choice alone when you aren't using other peoples money to pay for it.
