Minor protection for tenants is hardly 'big brother'. I see the Beeb version conspicuously left out the Govt's promise to introduce changes to section 8 to ensure landlords can evict to sell a property or move in themselves (mentioned in https://www.theguardian.com/society/...rights-victory), which appears your direct concern.
