Horrendous isnt it and how dare the authorities use such tactics to clamp down on fraudulent claims. Its just not cricket chaps is it?
Seems the software seems to work unless the 4000 it has caught have all appealed and they were found not to be cheating the system.
I would have no problem with this being introduced in Canada. Perhaps incorporate it into the EI system or better yet use it at the Border

How does it actually detect fraud though?

I understand that some stress might be picked up - perhaps due from waiting so long to get through or just general nervousness.

It depends what the fraudulent aspect is but when it's one of those things with no documentary proof, people will still deny it in an interview under caution. Why would people admit it following a test on a phone conversation?

Or do they just make a decision and hope for no challenge?

You don't hear much about these machines anymore because they are unreliable. The psychological stress evaluater, (pse) was the main ingredient in a book in the '70s claiming to prove Lee Harvey Oswald never fired a shot, (I didn't shoot anybody, I'm just a patsy here), and there was an Israeli company making these things, (Truster was the brand name), and they dropped right off the map. On their website 20 years ago they used a clip of Bill Clinton saying, "I did not have sexual relations with that woman!", and showing how the graph spiked. There are likely dozens of them kicking around county police departments in the US, but I don't know if they carry any weight in court.

I'm guessing they are using the software as an initial tool, to determine if an investigation is required.

It's pretty easy to catch cheats once you know they are doing it.
