Posts from new members with links in them go in the moderator queue and have to be approved before they appear, but other than that we rely on people reporting posts.
Mostly we just clean up where asked and move the odd post thats in the wrong area. I see the vancouver thread went for a crap...see what happens when we turn our backs for a few hours
Frankly I cant be bothers to wade into that mess and clean it up.

A lot of modern browsers defeat them anyway. Maybe its not pop ups but some other advertising thing
