On the other hand I do the opposite - I encourage the less gifted brats I work with to call me whenever necessary so they don't destroy the entire organization while I'm gone. If you don't get your way and they put your number on the phone list you can still act proactively by approaching the sheep who always call you and reviewing any potential problems which may arise during your leave. Give them an alternate source of help while you're gone. Don't leave yourself open to a charge under article 58!

Nahh, Say to the chick who compiles the phone list "If yer put me on that <expletive> list, I'll <expletive> cut yer" and brandish your blade. That should work.;)

Thing is i'm not in any position where I have any real power, the place doesn't fall apart when I'm not there.
However I am perceived as having the answer to a lot of questions , mostly due to my amazing ability to actually read information !!!

There are a lot of lazy people who would rather call me than risk actually having to look for stuff themselves

My two managers are very much aware of the situation. However due to the complicated Internal politics in our place are limited in what they can do.

I'd suggest resending the e-mail as suggested above, and copying HR on it as well. Explain that you require a response coming that your details will not be on the list, and that should they publish your information after you have specifically requested they not do so, that they could be breaching the PIPEDA.

I would have thought PIPEDA would require your company to request consent from you to publish your information, not to require you to opt-out of giving it? The company I work for interprets the law that way.
