My point is, unless someone is personally experiencing having their town cut off due to floods and landslides, with no expectation as to when roads / rail might be open again - are they in any position to judge?
Not everyone has the funds to keep a supply of food in to last a few days / weeks to feed their family. Many people have to live from day to day so are perhaps trying to buy enough food or basic supplies when they have money to do so.
You assume the reason for the empty shelves is due to panic buying.. and possibly a few people have done so, but more likely the majority are just buying sufficient food to feed their family for a few days - and there are no stockpiles to restock the shelves, because there are no deliveries! There are no indications when roads might be open again and all the stores in Chilliwack say they don't know when they will be getting new supplies in as the roads are flooded... a concern for anyone with children.

That's the crux of the poverty trap. If you have money and a car and a freezer and a larder and time, you can drive out to the suburbs and fill the car with groceries at Costco and cook big pots of stews and soups and eat for next to nothing. If you got nothing you have to buy small quantities locally and the people selling those goods bought them at Costco, split the packs, and marked them up. It's only people in government who don't understand how it goes; people who don't even know where Costco is.

People being idiots and driving around barriers, Abbotsford Police asking people to stop doing this.
Whatcom Rd Exit as of 12:30pm Thursday.
Police in the same tweet said eastern end once dry areas are now underwater as the water begins to rise again.
Emergency Management BC announced financial assistance available to homeowners, residential tenants, small business owners, farmers and charitable organizations who are unable to obtain insurance to cover disaster-related losses, in addition Indigenous communities and local governments that have infrastructure damage are also eligible for assistance, people have until February 2022 to apply.
BC Liberals are calling for an emergency debate in the legislature.

We basically have no margin, we buy food once a month, we keep our fingers crossed it will last 3-4 weeks, there is no wiggle room in the budget to stock pile 1-2 weeks food on top of regular monthly food needs, I already only eat 1-2 times a day tops to save food and money.
Costco is of no use for low income.

Looks like milk is being picked up where its possible to do so in some areas.
80% of eggs in BC come from the flooded areas of Chilliwack and Abbotsford mostly, likely a good chunk of the egg laying chickens have perished based on photos of water being nearly to the roof of some of the chicken farms.
Flooding also destroyed the animals feed, so there is a shortage of animal feed, province is working to secure feed from elsewhere in Canada and working with feed mills to get feed as quickly as possible.

Saskatchewan is receiving feed for cattle now from eastern Canada, because of the drought this year, so double the cost of shipping it in. I know I brought it up in Climate Change, but I'll repeat it; a lot of producers sold off their herds underweight and early this year because they couldn't feed them, so beef prices are not going to be low, and it will take a long time for the market to recover.

Dikes in Abbotsford with help from the military will begin attempts are reapairs.
Levee that will be approximately 2.5 km in length will also be built, could result in 12 property owners losing their property, and could also affect highway 1.
One of the dike breaches is 330 feet wide.
No estimate on how long it will take to build levee, they are attempting to build it to stop water from going over highway 1, up to 100mm rain expected next week.

Saskatchewan is receiving feed for cattle now from eastern Canada, because of the drought this year, so double the cost of shipping it in. I know I brought it up in Climate Change, but I'll repeat it; a lot of producers sold off their herds underweight and early this year because they couldn't feed them, so beef prices are not going to be low, and it will take a long time for the market to recover.
Molson Brewery in Chilliwack has donated 100 tonnes of grain/s as well.
4 people still missing in a landslide that pushed cars off Highway 99 near Pemberton.
Hoping highway 3 will reopen by end of the weekend, highway 7 is open to commercial traffic only but they escorted 1,000 passenher vehicles out of Hope who had been stranded there.
Government seeking fuel purchase agreement with Washington and Alberta due to the trans mountain pipeline being down still.
BC may implement a ban on travel in the coming days.
Port of Vancouver backing up due to no rail access to the rest of Canada, most of what comes into the port goes east, so might get interesting, wonder if they will need to redirect some of these ships south, can get unloaded in the US, put on transit to lines that connect to Canada further east.
Work on the levee begins first light, 6-12 properties will be flooded but they have no choice at this point as the eastern end where the lake was continues to fill with water up to the roofs of barns.

Province confirms the Coq (highway 5) even the temporary repairs will take months to complete, province is seeking Bailey Bridges from throughout North America.
Winter will hamper repair efforts and even getting the heavy machinery in will require some outside the box thinking.

Some reports on reddit of people sharing their experience with getting across the border without passports, obviously case by case basis but several posts of people being successful with little issue crossing without a passport, seems as long as they can confirm your eligible for entry to the US, the US side is being pretty flexible understanding the situation north of the border.
As of yesterday evening province estimates there were approx 17,000 people stranded away from home still.
120 Canadian Armed Forces members in Abby, with another 350 on standby in Edmonton if needed.
2.2 million litres a minute of water the pumping station is doing, and it's still not enough.
I presume if they are building on a levee on part of highway 1 this will delay any reopening of that stretch of highway.

Whatcom County (the county in Washington State that borders BC/Abbotsford) is warning people in flood areas of asbestos exposure due to naturally occuring asbestos on Sumas Mountain.
"As that material breaks up and is partitioned and carried as sediment downstream, the asbestos material comes out and is suspended in the water and is carried downstream and distributed around the landscape when the creek floods," Matthews said.

Milk shortages are starting to pop up, saw a sign at McDonald's saying they can't currently offer milk or cream for coffee, with so much of the milk farms out of comission, not a surprise, there is very little milk being produced at the moment, and being a perishible product its not exactly stock piled at dairy processors for weeks of backstock.
61 poultry farms that are currently in the impacted flood area that produce meat chickens, eggs and baby chicks to replenish the population, casualties are expected to be high once farmers are allowed in to assess the damage.
Average size for a meat poultry farm is 50,000 birds, of the 61 farms in the impacted area, 41 are in the highest risk/most affected areas.
