first it was the innocent parrot that was not welcome but now preachers are asked to stay away as Quebec is an open tolerant society with its own distinct values

what happened to the concept of freedom of speech?

There is no such thing as freedom of speech regardless of what any charter, constitution or bill of rights say. You can freely think of things to say but as soon as you verbally say them or write them down and they are interpreted as causing offence then expect to be arrested/charged or investigated.
