I don't have the stats. But I have met such a person - a former Iraqi doctor driving a cab in Toronto. So I think that 'myth' is a perhaps a little hasty?

And have also been subjected to many long tales of woe by those with foreign PhDs driving taxis. Technically doctors.

These are usually those limo-looking things mind, rather than Beck or any of those other cab firms down there.

PhDs sure, doctors of divinity, doctors of all manner of obscure things. However, since one of my kids took up with a foreign medical doctor who works in Toronto, I've become aware of a whole circuit of doctors who come and work for a couple of years then move on, there doesn't seem to be any problem doing that if you're accredited in a first world country and want a work permit valid for three years or so.

How you found a cab driver with strong enough English or French to discuss careers is a mystery to me. I can't find one who can understand "Yonge, major north/south street downtown, dickhead".
