I know people who did this sort of thing pre Covid and also featured an illegal bar. Probably quite a few other things they can get him on.

Well, the owner has been charged with two counts of violating the emergency health orders of B.C. Provincial Health Officer Dr. Bonnie Henry.............. if found guilty, maximum sentence is $25,000 and/or 6 months in jail.

French gov is way too nice. There is hesitance of upsetting the french notions of liberté. But liberty to feel safe and free from Covid in your own apartment building, not important.
