No, the just under 2million is those who've had the first dose. It's 2.33million if you include those who've had both doses.
As the UK policy is to give the first dose to as many as poss because it only gives a tiny bit extra protection to have both (so most of the 2million won't get called for their second dose for ages), it's not really worth looking at the figure for those who've had both doses. It probably won't increase much in the next couple of months anyway, it's the first doses that are the key figure for the UK.

Happy to be corrected but I am not sure that is quite true. The test data was based on a 21 day second jab and the MHRA approval was based on that data. The change that has occurred is solely due to the logistical issues of mass delivery and not because of (revised) advice from the manufacturers. As I recall the principle of 2nd jab postponement in the UK was originally suggested by Tony Blair!
Pfizer has said it has tested the vaccine's efficacy only when the two vaccines were given up to 21 days apart.
Pfizer Inc. said the second dose of its Covid-19 vaccine should be delivered to individuals within the recommended 21-day period,
three-week timing determined as optimal by Pfizer’s late-stage studies and the four weeks suggested for the shot developed by Moderna Inc.
People should get their shots on the recommended schedule, Pfizer said on Thursday, warning “there is no data to demonstrate that protection after the first dose is sustained after 21 days.”

Quebec is doing something similar to the UK. I heard something on CBC radio that suggested something like 92% protection 14 days after and 95% with the second dose.
If that's accurate it would seem a no-brainer to give 92% to a large group rather than 95% to half of them, even without the second dose coming with subsequent deliveries.
But if the figure is accurate, surely everyone would be doing it.

Could be a CYA for Pfizer if it doesn't work out with one dose and waiting too long for dose 2, they can say hey we told ya we had no evidence it would work and you did it anyhow.

I think either way though, even if more are at risk of catching Covid with just one dose, the studies showed that anybody that did catch it afterwards had a milder non-deadly version. So far better to give many more people a better chance IMO, and therefore to inoculate as many people as possible, in the shortest time possible. I can see why the government have decided to go down the delaying the 2nd dose route, and just hope that it turns out to be the right decision.

Father 86 got a text on Dec 22nd - respond by 3pm to get a spot at a vax clinic. Silly old bugger doesn't look at his phone that often so didn't respond until 1pm by which time it was too late as all spots were filled. Turns out this was a one off clinic at a local hospital and he now has to wait for the GP surgery to schedule their own clinics. He's heard nothing yet. Living in semi-rural Norfolk he and my mum are hopefully fairly well shielded but my sisters and I will breath a little easier when he gets it. And hopefully without the need to travel to a vaccine supercentre - Stevenage being the nearest which is a 4 hr round trip.

That’s the Pfizer vaccine though, so a different one to what I was talking about. The vast majority of the UK will be given the Oxford one, and it’s those approval docs I linked to above - which show that it’s more efficient with a longer gap between doses.

This is a good website, data seems to lag for some countries (for instance, it's already got Israel's data for today, but hasn't included the UK's from yesterday so the UK's is only up to the 11th at the mo). https://ourworldindata.org/covid-vaccinations
