I've heard Alberta is a very liberal province, would my life partner and I be able to get married and celebrate by passing spliffs out to the local populace?

You might want to look at other options. Have you consider a move to Columbia? It's like Canada, it begins with 'c', just the winters are less harsh and it's a bit further south.
