No not the odds of having a winning lottery ticket but the chances of having a digital device examined at the border or 0.013 per cent.
Also of note is that 40% of those examinations resulted in Customs or Immigration related offences.

Granted also the report released does show that CBSA officers did breach the Privacy Act on 2 occasions or violated its own internal policies such as not switching the device to airplane mode.

Over a 2 year period CBSA some 27,405 travellers of a total of 207,8 million travellers who were processed at ports of entry had their digital devices examined.The CBSA has successfully defended its authority to examine digital devices in more than 15 court cases.

So basically CBSA is carrying out its mandate and the numbers show we just don't randomly examine digital devices of a large percentage of travellers that some would have you believe. Although the report doesn't mention specific offences the vast majority would be related to child pornography photos or vides on such devices.

Any reasonable person would only take a burner phone with them when traveling around?

I have a travel phone, its an AT&T phone and cheaper to use vs Canadian phone in the US, I just add $20 to it before departing Canada, I leave my Canadian phone at home as it serves no purpose, so by default I travel with a phone rarely used with nothing on it except some airline apps, never been one to link email to my phone, I don't want my life on a phone to begin with, so even my real phone is terribly boring, don't even take photos with it...

Too much hassle. My iPhone is set to erase data after 10 failed pass code attempts.
If Apple will not help the FBI unlock a terrorists phone, CBSA aint going to be bothered with mine.
