When we were at the JPG the officer saw my old supplementary sheet the UK dropped in I think 2015 and said you could have used that instead of the letter, so I said it is out of date no longer used but she was adamant that would not be a problem.

Just an update. I tried my luck down in the Malacca office. I was armed with the Certificate of Entitlement fax from the DVLA and my redundant licence counterpart. No dice. They wanted the original Certificate of Entitlement letter from DVLA. I'm waiting to receive that in the post then I'll have another crack.

KL info for applicants to convert UK licence.
 
Licence conversion needs to be done at the main Wangsa Maju office. First step is to get an appointment to submit your documents which can only be done in person by visiting the office.
I downloaded and filled out the necessary forms but they are also available at the door. I brought all my documents on the first "pre submission" visit.
Documents required:
JPJ form L1
JPJ form Lampiran B-2
Original passport and a copy
Original MM2H offer letter and a copy
Copy of MM2H visa in passport
Original Driving licence and a copy
Either a (old no longer valid) counterpart UK driving licence original plus copy, or a Certificate of Entitlement.
I also provided a printout of the DVLA "View your driving licence" from https://www.gov.uk/view-driving-licence with a code for them to view your licence details online. (This was recognised and caused much smiling from the lady behind the counter)
Passport photo with white background (not mentioned in any document but seems to be required)
Look for door 1 downstairs. Don't join the huge queue. Go to the left side of door 1 and tell the door custodian (scary lady with big gun) that you want to convert foreign licence. She will tell you to form or join a queue outside the door on the left and will then call you forward when the relevant window is free.
All the documents are examined and discussed with other officers and eventually an appointment to come and actually submit the same documents is given. In my case for 3 weeks later.
Groundhog day with the queues again. Same scary lady told me where to stand and I was called forward to a window where docs were inspected and discussed and finally I was given a queue number!
Once the queue number was called I presented all my docs for the third time and they were inspected again, discussed within the office and finally accepted. I was told to wait in the room and eventually called again to be given the originals back and an application receipt.
Next a minimum of 30 days wait while checking the JPJ website until making another intrepid visit to Wangsa Maju to collect the Malaysian licence, hopefully!
Easy!

Was there a happy ending for you and how long did you have to wait for the licence? I'm just approaching 3 weeks of waiting.

34 days and counting. I haven't had the confidence to go out and buy my "P" stickers yet though!
